国籍を理由に入居を断ることは違法です。 東京都総務局も、「住宅の賃貸での不合理な扱い」を外国人の人権問題の1つとして、挙げています。加えて、家探しに困っている方々への日本のサポートは厚いとは言えません。

Yet, there are still cases in Japan where people are not allowed to rent their homes only because of their nationality. You may be one of them.
Is it inevitable in Japan?
Not at all!
It is illegal to refuse a rental contract on the basis of nationality. The Tokyo Metropolitan Government Bureau of General Affairs also cites “unreasonable treatment in the rental of housing” as one of the human rights issues for foreigners. In addition, support for those who are having trouble finding a home in Japan is not enough.
Many people may not even be aware of the existence of support groups in each prefecture.
